New rules for learner permit holders come into effect on Sunday the 1st of November, requiring them to sit the driving test.

To be eligible for a third or fourth permit, learners will now have to have taken a test within the last two years.

Previously, a loophole in the system allowed people to keep getting a new permit or provisional licence by just applying and paying for a test.

Now, learners will only be allowed two learner permits, each lasting two years, before they have to sit a test.

If they take the test and fail, they can renew their permit for a third time and try take the test again.

If they fail another time, a fourth permit will be issued but it will only last a year.

If the learner doesn't pass a test within that year, or fails to even sit one, they will have start the learning process again and repeat the driver theory test and 12 lessons.

This means that, in total, a learner now has seven years to pass their driving test, granted they are sitting one each time.

Joe Wynne from Wynne School of Motoring believes those who have to repeat the process should be allowed to complete a "reduced Essential Driving Training Programme" consisting of six lessons rather than the normal 12.

He says six lessons, that are "focused on the driving test", will help them pass when they take it again.

There are currently 73,000 learners on three or more permits, according to RSA data.

Of those, 35,000 have booked and paid for a test in advance of the deadline.
