UCD is warning that it's using foreign fees to subsidise Irish students.
The university says it could have to cut course places unless its funding improves.
Students from outside Ireland are charged up to 20-thousand Euro a year to study here.
It comes as almost 60-thousand Leaving Cert pupils start day two of their exams today.
